Thanks for all the comments, they have been very helpful. I increased the number of virtual processors to 10 and we did see improved throughput. There was also increased steals, so I may drop it down to 7 to see how that works. (We were at 5 and saw very little stealing.)
I wish we could tune the Oracle transactions better, but unfortunately, that route isn't available to us. This is a vendor package that we are not allowed to modify. (Not mention, a poorly designed package at that.) It definitely is not designed to run in a shared environment, so getting it work well on z is a real challenge.
