- I can see /dev/dasda, /dev/dasdb and /dev/dasdc. Each of these disks
had been previously formatted with the CMS FORMAT command.
The RHEL 6 installer can currently only cope with ECKD DASDs which were
low-level formatted with the compatible disk layout (CDL).
You could accomplish this at the root userid with the dasdfmt Linux tool.
IIRC, non-CDL causes the error you've seen.
- On the root userid (before I respond "OK" to the Red Hat splash
screen) I fdisk each /dev/dasd disk, allocating the primary partition 1
Did you really use fdisk or actually fdasd. It should be the latter for
ECKD DASD.
using all available space on the disk.
- On the Partitioning Type window I "use entire drive" and ensure that
only /dev/dasdb and /dev/dasdc are selected for use during installation.
I select OK to continue.
- A window opens "Writing storage configuration to disk" asking if I
really want to write the changes to disk. I select that button.
- The installation fails with the window "Formatting failed":

In the GUI installation (step 23.6 in the doc) a panel allows
Specialized Storage Devices. Perhaps I must be using this path?
That would not make a difference. It would only allow you to activate
FCP LUNs
(or iSCSI / FCoE although I'm not sure which of those is supported on s390).
You could also filter out specific disks. However, we do this by means
of only enabling those disks in the DASD parameter on s390, so no need
for blacklisting disks here.
