The APAR provides two functions:
1.  Timestamp I/Os (STP_TIMESTAMPING)
2.  Get timezone from STP (STP_TIMEZONE)

If you're looking for something to keep QUERY TIME and guest TODs in sync
with STP, this isn't it.  The purpose of the APAR is to support is to
support GDPS-managed Global Mirror (XRC).
