My mistake. I meant /proc/sys, not /sys. Specifically, the "files"
under /proc/sys/net/ipv6/conf.

I'll try the INITRD_MODULES string for loading the ipv6 module earlier and
see if that causes the /proc/sys files that sysctl is trying to write to to
appear earlier.

IPv6 support is limited to Layer-2 VSwitches and GuestLANs. Layer-3
VSwitches are documented as IPv4 only:
