Why have separate VGs for system directories and a VG with only one LV in them? I looked back at your original note, and you seem to have a separate VG, with only one LV in each of them, for each file system you're mounting. So, was that DASD used for anything else before this? Did you run CPFMTXA on it before using it in this guest? Did you do a pvcreate on it before doing the vgextend?
