Scientific Linux is essentially a more controlled version of Fedora with a 
bunch of science-oriented packages installed by default. A Fedora port for 
s390x exists, and if you take a package list from a SL install on Intel, you 
can probably get something very similar to SL built pretty quickly. 

Otherwise, you're looking at porting a lot of stuff -- an entire distribution. 
You can do the builds, but the integration will be a lot of work.
