Our Linux guests IPL CMS to define the VDISK's and run SWAPGEN.  They then 
DETACH 190 19D 19E just before they IPL Linux from a device.  The guests are 
then eligible for relocation.  The only limitation is that if someone 
reconnects and wants to IPL CMS, they have to link the disks first.  That's 
never been an issue.
