Nope, actually a P/390 evolution. Think P/390 with a emulator for the
processor instead of a hardware processor.
it is purely an IBM development (although there are some similarities with
FLEX-ES).
As to cost, it depends... For ISVs, it is generally a little less than
FLEX-ES systems. For RD&T users (normal development) it is licensed by the
seat/user, but can be pretty reasonable. Sample prices are included on that
web site for both ISV (zPDT) and normal developers (RD&T).
