The waiting for mandatory device message seems to indicate that a qeth device is not getting initialized. Have you carefully looked at the 2 or 3 screens that preceed the "waiting for mandatory device" message.
There might be a message that might be useful. Also, you mentioned having to put the gateway route back in. Do you have an example of what the routes (/etc/sysconfig/network/routes) looks like before and after you put the GW route in. Are the interfaces getting renamed? Like eth1 becomes eth0, but your route is over eth1? We than have to do a znetconf -A then add the GW route in. Having been a member of the kernel dev team in the past (X86 only) and having dealt with Linux since 1994, this tells me some config file did not get the "NOTICE OF UPDATE" for the z/vm devices.
