Terry:

You should ALWAYS have reserved CPs, IFLs, zIIPs, zAAPs in any LPAR in
which you have active engines of these types. With a reserved engine
you can always vary it on without taking an outage. z/OS and z/VM both
support this. Some of my customers define 2 reserved of each type in
each LPAR (in which they have the base type) so they can bring these
on "on demand". You can also have more total engines of a given type
(base and reserved) defined in an LPAR than you have physically on the
machine. This allows you to acquire an engine from IBM and bring it
online without an outage.
