Never mind. I decided to consult my friend Yast who updated
/etc/sysconfig/hardware/hwcfg-qeth-bus-ccw-0.0.3000 with QETH_PORTNO='1' (and
a whole lot of other stuff that I have to now go figure out :)

Subject: [LINUX-390] OSA Port number on SLES 10

So we're getting some OSAs that require me to use port 1 instead of port 0.
I have to change a couple of SLES 10 SP4 servers Sunday morning.

Is QETH_PORTNO what I need to add to /etc/sysconfig/network/
ifcfg-qeth-bus-ccw-0.0.xxxx ?
Nothing in the devices drivers manual (other than echoing 1 to
/sys/devices/qeth/0.0.xxxx/portno would probably change it dynamically) and
the stuff Google turned up for me is less than confidence instilling.
