I think the word "cloud" came about long before the actual implementation. I've 
seen diagrams where the Internet is pictured as a "cloud" between two other 
points. I think it was shown as a "cloud" because you couldn't tell how the 
data was being routed around inside it. One packet may take one path and 
another packet might take a totally different one. Like a car disappearing into 
a fog in which there are multiple roads leading to the same exit point. Given 
how some people think, calling it "the fog" might actually be more accurate. 
But management might have been turned off by that word.
