Hypothetically speaking, if one acquired a processor with x number of active 
IFL features but did not have workload for all x IFLs from the outset, is it 
possible to license zVM and associated products for a subset of the IFLs and 
when the workload grows license the rest of the IFLs later on?  I see the 
'unassigned IFL' feature on the older machines but if I understand that 
correctly it would mean a change to the installed features later on which I do 
not believe will be possible with the approach we're looking at.

Forgive me, also, for this is a parallel query to one with my branch.
We're sort of in a time constraint so I'm chasing all avenues.
