What's in your parm file (or used kernel boot parameters in general)?
Does this help assuming you haven't seen any other errors before the
failing root-fs mount?:

The specification of the initramfs representing the installer's root-fs
has changed significantly and most of linuxrc.s390 is gone so mostly
only dracut is left for "init" like bringup of anaconda.
