It's in /etc/udev/rules.d/51-qeth-0.0.xxxx.rules
Will be something like
ACTION=="add", SUBSYSTEM=="ccwgroup", KERNEL=="0.0.xxxx", ATTR{portno}="1"
Yast2 is your friend.

Subject: [LINUX-390] Where do you specify PORTNO on a SLES11 SP2 system
Everyone,
We are trying to upgrade a system to SLES11 SP2. We have one of our OSA
adapters that has a lan on PORTNO 1 instead of PORTNO 0.
How do we specify that? In /etc/sysconfig/hardware?
