cio_ignore=all,!0.0.0009 means the Linux kernel will block all devices
except the console from being visible until they will be unblocked by
other mechanisms like processing various config files. There is
usually no need to change the value and in later versions the 0.0.0009
device id can be (and is) replaced by symbolic name "condev".
