I don't think your seeing labels of 'FREE' - I think your seeing uninitialized DASD. What does Q DASD DETAILS aaaa show for VOLSER=? Maybe we were confusing the term 'allocation'.. in any case - this DASD would appear not to be used at all. VARY OFF aaaa and VARY ON aaaa and then QUERY again to be sure. But if it shows FREE .. it is probably just not initialized for use.
