You are correct when I add the NIC at address 700 (0.0.0700) the network came right up

Looks like a udev rule is missing from /etc/udev/rules.d/, and that a 70-persistent-net.rules file was left there by mistake. What files are in /etc/udev/rules.d/, and what is in /etc/udev/rules.d/70-persistent-net.rules ? Also, which version of the starter system are you using?
