just a guess:

You defined 200 for base 9998 which is on device D279. This means, the
HyperPAV alias would be valid for 9998, 9999, and 999A.

In all the examples I seen in the web, when using different pools, the
first two digits of the virtual address for the different pools also
represent a different number.

I would try to use something like 9A98, 9A99, and 9A9A as virtual base
devices and something like 9A9F as virtual HyperPAV alias device
address for real devices D279, D27A, and D27B.

Starting with SLES11-SP3, there is also the utility dasdstat available
that give more information about the current usage and statistics of
HyperPAV devices.
