Ron, your post is confusing.  If you're using a VSWITCH for TCPIP, then
there is no :ATTACH tag in SYSTEM DTCPARMS.  Instead you have a NICDEF in
the user directory.   Maybe the OSAs are being kept offline at IPL and
this is simply a way to fix that?  If so, fix your SYSTEM CONFIG to have
the OSAs online at IPL.

The :Attach. tage will VARY ON the specified devices which is why it
starts working.  But I'll bet you get errors on the TCPIP console when it
tries to ATTACH them to TCPIP.

Hopefully "DTCPVSW2" is a typo.
