The trick here is to write a little EXEC that has a list of userids and
matching RDEV(s).  Have the exec repeatedly invoke CPFMTXA.

Let's say you have SOME FILE:

1125 CAMERON
1126 ALAN
1127 BRUCE


LITTLE EXEC:
/* */
"PIPE < SOME FILE * | stem fmt."

do i = 1 to fmt.0
    parse var fmt.i rdev userid .
    "CP ATTACH" rdev "* 6666"
    "EXEC CPFMTXA 666" userid "( LABEL"
    if rc <> 0 then exit rc
    "CP DETACH 6666"
end

But when you format a volume, you also put a label on it, so you could do
it then instead.
