If your TN3270 client supports negotiated/dynamic TLS, then you can have 
secure and non-secure on the SAME port (23).  Peter's post had information 
about that.

If your TN3270 client does NOT support negotiated/dynamic TLS, then you 
can have the telnet server listen on port 23 and, say, 2023.  You will 
update PROFILE TCPIP to specify that port 2023 is to be protected by TLS.

You cannot have both types of clients at the same time.
