If I remember correctly, VM CP will park logical IFLs in an LPAR when there is no available real IFL to run the work. That would be common if your CPC s running close to 100%. You can look at Suspend in your performance reporting tool. It should be near 100. As it drops into the low 90s, parking is likely.
