Actually it is possible with zPDT (MT 1090).  You do need the latest zPDT
driver (49.17) plus an available patch on top of that.  I know of several
people who have installed this patch and are running Ubuntu on zPDT.

At least for zPDT emulation (Machine Type 1090-Lx), it is not possible.
The
Ubuntu 16.04.1 kernel are compiled and check for transaction execution
fcility instructions, presented only on z12 architecture and beyond.

When you IPL the operating system you will receive one error.
