I would say BMC is not interested. It's very frustrating to get an answer like that from a vendor.
This is the response BMC gave my management I checked with a few members of my technical team and the response I received is that the Middleware Monitor Server is not supported on z/Linux. As you point out, the Agents are fully supported on z/Linux, but even setting formal support aside, the Monitor Server will likely not operate successfully in a z/Linux environment.
