It requires a z13 processor or higher. It's perhaps possible a distributor backported this feature to a prior kernel release, although I don't know whether that happened. It's also possible to build a 4.8 or higher kernel without this support (if CONFIG_CRYPTO_CRC32_S390 is not selected as a kernel build option).
