I have found that indeed the error is because apt-mirror didn’t include the /cnf/ directories from the repositories. I have manually downloaded them (with rsync) and now the additional local mirror is available for use.
How can I ensure apt-mirror will include the /cnf/ directory (and perhaps other requirements) in my local mirror? The base installation is complete but that only contains very few packages. In order to install additional packages we need access to the Ubuntu repositories. However, we don’t have internet access in the installation system. I have found some work instructions on how to install/mirror a local repository server. So I have used apt-mirror on my local home PC to mirror the s390 packages from ports.ubuntu.com and uploaded the mirror into our repository server. But when I configure the Ubuntu machine to use the mirror it cannot find the additional packages that are located in the mirror repositories. I ran “apt update” but there are quite some remarks regarding the configured items, most notably on c-n-f Metadata. So I’m not quite sure if the apt-mirror has even mirrored the repository correctly. When I compare my mirror with ports.ubuntu.com, I can list the content of, for instance, disco/main. My mirror contains the binary-s390x, dep11 and i18n directories. But ports.ubuntu.com also contains a directory cnf. What is needed for building a local repository and configuration of the Ubuntu machine to use that mirror?
