Barton - you are correct. RH only supports 'unlimited' numbers of virtual machines on their dedicated hypervisor offering which is RHV ( used to be RHEV ). RHV is not yet available on s390x. I am not a part of the team that can say whether it will become available for s390x, either, so your guess is as good as mine about that.
