Through a process of trail-and-error I've found the answer and it turns out that it's a bit more complex than that. z/VM 6.2 with the fix for VM65577 applied will run on a z13 but RHEL8 requires at least 6.3 with the fixes for VM65733 applied, or 6.4 or later.
