EPEL7 for ClefOS is built from the same source as RHEL/CentOS. One thing we
don't do is delete packages from it as they enter the base distribution. The
qt5 stuff you are after are all now in the main distro and at a higher level.
You may just want to --disablerepo=epel when you do the install/update.

OK sorry I was a bit confused as EPEL only has s390x for EL8. Looking at
the version you are showing the rebuild of EPEL for s390x does not have the
updated spec from August where the upstream maintainer triggered a rebuild when
qt5-qtbase. Whoever is the buildmaster of that EPEL needs to sync up and
rebuild various packages to match the ABI problems you are seeing. [The RPM is
refusing to update because the ABI of 5.9.1 was built against an older
qt5-qtbase and other items.]
