Just a further note to add to what Sarah said. This is the first version of Leap to be built from a combination of binary RPMs from SUSE Linux Enterprise, and binary RPMs built from the openSUSE source code base. In the past, the openSUSE team would use _source_ RPMs from SUSE Linux Enterprise to build their own binary packages from that. That is no longer the case.
So, unlike other community supported distributions, you'll have the core components taken directly from SUSE-built packages, combined with the huge amount of additional packages that openSUSE offers. All at no cost to you. For you hard core KDE aficionados out there, that means you can have your Linux/390 system running a KDE desktop, and not just the GNOME one that is available from SUSE Linux Enterprise.
The downloads available at the link Sarah provided are ISO images. If you would prefer to download just the kernel and initrd to start an install, you can visit https://download.opensuse.org/distribution/leap/15.3/repo/oss/ instead.
On a final note, Sarah has put an awful lot of work into getting openSUSE Leap available on IBM Z. So, I'm taking this opportunity to highlight that, and to publicly say thanks for all the time and effort she put into this. It was no small task, and she did a great job.
