It's not officially through GitHub itself, but when we announced the
self-hosted GitHub Actions option we laid out plans for a hosted
version as well that can do both Z and Power, and I can confirm that's
still in the works. It'll be a tool you can add via GitHub Marketplace
that has an s390x (and ppc64le) back-ends to run the tests. I'll be
sure to share it here when it becomes available.

But you're right, even once this is available, the next step is
actually getting projects to add it to their CI workflow.

Getting back to the topic at hand, the build script now supports Red
Hat 9.4 and the build instructions include how Yarn is built and some
other specific changes needed are here for reference:
