Floppy drive not spinning down.

 Anyone notice that the floppy drive is not spinning
down. I have tried on my 286 micro controler
and on a normal pent pro box. Both having only
floppy as a device no hard drive. Is this
just a swap device issue? or did we miss a reset
floppy command?
