IIRC it implements most of the DPMI 0.9 API and 16-bit PM versions
of DOS and BIOS calls.

        Also, win386.exe is a dos extender as well, just amazingly more
complicated.  It became even more complicated when it took over MORE dos
services in Win95 ;)
