I would expect one CPU to be significantly warmer in Win95, as your
data suggests, since it has no SMP support.

Under Linux, my CPU2 temperature is a few degrees warmer too but I've
always written it off to different manufacturing dates (they're about
3 months apart).

Other things to look for...

1) Look at the thermistors under each CPU socket.  Are they both the same
   distance from the CPU?  Are the CPUs operating at different voltages?

2) Is there anything that could be blocking airflow to CPU2's fan/heatsink?
   Wires and cables perhaps?

3) In Linux, is your CPU2 handling many more interrupts than CPU1?
