As others have noted, NOAPIC restricts interrupt handling to cpu0.
I run xosload, which has an interrupt display for each cpu, which
makes the effect of this option instantly visible.

I had tried earlier to use the noapic option, but it prevented the
kernel from recognizing my ISA adaptec 152x card.  I didn't see any 
problems without noapic until I started beating on the SCSI devices, 
and then processes accessing scsi would hang in the kernel (wouldn't 
die even after a kill -9).  One of the scsi disks was repeatedly
corrupted (seemed fixable, though).  

I switched to a PCI adaptec 2906 and everything is stable after three
days.
