The same experience here.
The Lucent/SCM card has a design flaw; it got taken back from
the market, and meanwhile a new PCI card gets delivered.
Maybe you can return the buggy one and get the new model.

But if you find it working in some other PC, it will work
solidly. Some boards see nothing, some boards show the device
but can't assign an IRQ to it.
It works ok in most GigaByte boards (I still use it in 6BXDU,
6BXDS and 6BA).
