The Russian Federation is made up over several states, most of which are
rule by governors appointed by the president. Russia is one of the
states which make up the Russian Federation, just as Russia was a
Republic with in the Soviet Union. There are several major states that
have a parliamentry system. Those ones were republics who left the the
CIS (Commonwelth Indepedent States), then later rejoined under the
Russian Federation.

What system is that?
There may be a lot of systems like that, but they are old. I don't think
that a standard level computer bought in the last 3 - 4 years wouldn't be
able to handle XP.
