Wabi only runs 16 bit Win 3.x apps,  albiet very well.  Wine is hopelessly
unstable,  and a genuine nuisance to configure.  I've had some luck with a
program called BOCHS which is an x86 emulator,  not specifically a windows
emulator,  it will let your run Win95 in an X window.  It might even let you
run NT,  but you need an actual copy of Windows.
