Note that this is tricky to do completely on a typical PC,
because the VT2xx and above had an 18-key keypad, and a
normal PC keypad only has 17 keys. The double height "+"
key is two normal sized keys on a VT{2,3}xx. Sadly, many VMS
applications that would expect a VT{2,3}xx make significant
use of the keypad keys...
