Not sure if it will work but ...
Try the psutils package. It's usually available on CTAN archives or anywhere
DVIPS is available. There's lots of useful (and useless) stuff in the package.
You might find a util that does exactly what you want.
The longwinded and unreliable solution that will only work with eps files
(ie. less than one page in length but not necessarily created as eps files) is
to import them into xfig and define the bounding box from top-right to
bottom-left. This definitely works for postscript diagrams (I do it all the
time). You need a newish version of xfig though. I have xfig-3.2 and it works.
