Actually, IIRC, the terms on the original early adopters CD allowed
redistribution so long as it wasn't to counties on the US non-export
list (Iran, Cuba, Libya etc.).

At 138MB, it's not going to be kind to your network bandwidth, and
certain MTAs are known to die if sent that much mail in a short
period of time.
If you *do* have enough network bandwidth to get it, you should just
download it directly from Oracle, rather than ask someone to mail it
to you.
