I am not an expert but I think that asking whether you can do tables
in SGML is like asking whether you can watch Monty Python shows on
TV sets. It all depends on the channel you're watching.

There are many SGML DTD's (document type definitions) out there. Some
may support tables, some may not.

- The HTML DTD: yes of course,

- The Linuxdoc DTD: I don't know but it's obsolete anyway, the LDP
  (howto's) is going to switch from it to DocBook next year,

- The DocBook DTD: yes.

If you want to do SGML with the DocBook DTD, you can use recent versions
of SGMLtools. The latest is 2.0.2. There is an SGMLtools mailing list.
You'll find the details plus many interesting pointers on DocBook/SGML
