This is could be a window manager problem. Some window managers grab the
CTRL-Left/Right or ALT-Left/Right key combinations which means your
applications (including xterms) never receive the signal. You can usually
configure them not to grab the key strokes by changing the config files.
Twm derivatives such as fvwm and fvwm2(/95) are notorious for this behviour.
For these window managers the config entries are near the end of the ~/.fvwm*rc
file.
I use fvwm so I don't know how to change the behaviour in other window
managers.
