You need to configure and install binutils with the same PREFIX that you are
going to use for GCC. Just having "arm-linux-as" in your PATH doesn't cut the
mustard.
(Alternatively, yes, you can use --with-as=... --with-ld=..., but this is
probably more trouble than it's worth.)
