Odd target name?

I looked in rmk's top-level Makefile for Linux 2.2.1, and found:

    CROSS_COMPILE   =/usr/src/bin/arm/arm-linuxelf-

What exactly is `arm-linuxelf' -- I thought `arm-linux' was ELF?
