Sounds like the same problem I had.
Restart with the extra arguments:
 mem=16M root=/dev/hd<whatever>

You will need to get the latest modules package from
ftp://ftp.arm.uk.linux.org/pub/armlinux/RedHat/RPMS/modules-2.0.0-5a3.arm.rpm
and install it with rpm -U

The installation documentation states that the lack of this module
causes you not to be able to log in, but in my experience it caused the
above error instead.
