No.  To run Linux you need to emulate the whole machine; not just the
processor -
it is possible using a processor emulator to build onto it emulations of
the other
devices in the machine and produce a machine which will boot Linux (see my
Acorn Archimedes emulator at ftp.compsoc.man.ac.uk/pub/arcem for an example
- however
this emulates the much older ARM2 based systems).

A halfway mark is to modify Linux and the emulator to come to some halfway
point where
you just have enough hardware emulated and modify Linux to work on that
restricted system.
