This is a kernel header file.  Do you have the kernel header files
installed?

I've built tetex-0.9-17.src.rpm, without modifications on a (non standard)
armv4l (NetWinder) machine.  But for this you need glibc-2.1, egcs-1.1.2
(minimum, I should know how it builds with pre gcc-2.95 this weekend), and
other appropriate tools.

Are you on a RiscPC (armv3?)?  If so take a look at the stuff Chris Rutter
has put up at: http://www.medusa.fluff.org/rpms/

Or if you have an armv4l machine (not RiscPC) you can try the Titan pre VI
stuff at (which has a versioned glibc, not binary compatible with most of
the stuff on ftp.netwinder.org, until they fix their problems):
        ftp.nw.calreton.ca/pub/winder-testing/pre_titanVI/
which is pretty close to a RH 6.0 system (minus some X problems)

Upgrade to egcs 1.1.2 or try pre gcc-2.95, with Philip Blundell's patch.
