If you don't want to deal with mpg123 and frame offsets, you
can do this with ecasound (uses mpg123 and lame):
ecasound -i somefile.mp3 -y:120.5 -o newfile.mp3 -tl:60
This splices out 120.50sec -> 180.50sec to a new file.
And of course, the same works with all other file formats
supported by ecasound.

And also, you can load an mp3 file into ecawave (a graphical
sound file editor), and then just mark-copy-n-paste.
